Eclectic XI Survival Guide
Element XI (E11) has officially registered our event with Tooele County and the fire marshal. We’ve posted a $2000 bond, which will not be refunded if the County feels it needs to expend its resources to clean up after us (especially along UT-138) or to protect public safety. Please make sure you and everyone you know who is attending E11 has read and understood these guidelines before attending. The future of E11 depends on you. If we fail to meet the terms of our event permit, it may become impossible to get permits for future events. If you fail to abide by these rules, you may also be cited, arrested and/or removed from E11.
ENTERING THE EVENT
Our permit requires us to limit the number of people attending. Participants must purchase their E11 tickets in advance. E11 is a private event. If you are not adequately prepared to survive on the salt flats, you will not be allowed in. We reserve the right to refuse entrance to anyone for any reason. When you enter Seabase property, do NOT park in the first parking lot you see. If you park there, your vehicle may be towed. Signs will direct you to the E11 entrance at the Dive Shop. Event staff there will check your IDs and issue wristbands. When you leave the Dive Shop, follow the E11 signs to the E11 parking area.
EARLY ARIVAL
If you want to enter E11 before the event officially opens at 3 pm on Friday, you will need to get prior approval from the event organizers. Early arrival is for set-up of theme camps and major art instillations only. If you stay at Seabase overnight before the event begins, you must also pay Seabase $5 per night, per person.
WRISTBANDS
Your wristband is proof that you didn’t sneak into E11 without paying. You must wear your wristband during the entire event. If you have problems with your wristband, return immediately to the Dive Shop for assistance. If you are found at any time to not have one, you will be required to either pay $80 for another wristband or leave E11. Repeat offenders will be arrested and charged with theft of services and criminal trespass.
MINORS
E11 is an adults-only event (21 and up). No minors will be allowed in under any circumstances. Your driver’s license (or other approved photo-ID showing your birth date) will be your ticket and your proof of age. Using a fake ID is a criminal offense.
LEAVE NO TRACE
Clean as you go. This is a zero environmental impact camping event. Thoroughly inspect your camp area before you leave, and remove any evidence that you (and anyone before you) were there. Pack up all of your trash and dispose of it properly. You may use the dumpsters provided by Seabase for bagged trash only (no couches!). Please help collect litter throughout the event area and along the highway leading away from E11.
NO VENDING
All cash transactions are prohibited inside the event boundaries. The Dive Shop sells snacks and beverages during business hours, but we discourage E11 participants from buying them. Be prepared to be completely self-sufficient.
PHOTO / VIDEO PERSONAL USE AGREEMENT
Because cameras are now included in many cell phones, everyone will be required to sign the Photo / Video Personal Use Agreement. Print out the following text and bring it with you to save time upon arrival: Whereas, I may record images and/or video of the art and participants at Element XI; and Whereas, Element XI is a private event that showcases original, innovative, and creative images, installations, works of art & performances; and Whereas, Element XI seeks to protect the rights and privacy of all persons who attend the Element XI event;
I agree as follows:
I am not recording images and/or video on behalf of any other person or organization.
I have no rights to make any commercial or non-personal use of any images and/or video that I record.
I will not sell the images or video that I record to any other party.
I will inform anyone with whom I share my images and/or video of Element XI that they cannot be used commercially.
The Element XI (Eclectic XI) name and logo are the exclusive property of the Element XI organization.
The Element XI organization controls all rights regarding the licensing and reproduction of all images and video recorded at the event.
I will not use the logo of Element XI on any website or in any commercial manner.
I, for myself and on behalf of my heirs, successors and assigns, agree to fully release and indemnify Element XI and its agents and representatives from any and all liability, claims or demands that may arise from my recording of images or video at the Element XI event.

VEHICLES AND DRIVING
E11 is a non-driving event. Park it and leave it. Park in designated camping and parking areas only. RVs may only park in the E11 parking lot. The event site has mushy spots that vehicles will get stuck in. Getting towed out can be quite expensive. The event site also has numerous open water holes that are small but very deep. Driving into one can seriously damage your vehicle. If you are entering the event after dark, you will not be allowed to drive around searching for friends or campsites. You must park in the E11 parking lot until daylight, or get an E11 staff member to guide you to your campsite. If you park on the highway outside the event, your vehicle will be towed away by the county.
PUBLIC FOOD & WATER
Participants cannot make any food or drink generally available to other participants unless the product is in its original, sanitary packaging. If your camp offers water to participants, it must be in pre-sealed containers. Refillable water jugs are not permitted for general use. (This is a specific requirement of our event permit.)
TOILETS
E11 will be equipped with one wheelchair-accessible porta-potty. If you can’t find it, ask an E11 staff member. Please don't put ANY trash – not even wet wipes – in the portable toilets at E11. It clogs the suction hoses used to service the toilets. “If it didn't come out of your body, don’t put it in the potty." (Toilet paper is the only exception.) If you put trash in the porta-potties, the toilet servicing crew will report it to their supervisors, and we may not be allowed to renew our contract. Without a toilet contract, we can’t get a permit to hold future events.
FIRE SAFETY
The fire marshal will be watching our event. The continued renewal of our fire permit depends on your compliance. Please help us follow these important rules.
- Absolutely NO FIREWORKS. Even sparklers and fountains are illegal in Utah on the dates of our event.
- You may use a camp stove.
- You may have a small wood fire in your camping area only in an approved raised steel container.
- Do not leave a campfire unattended. High winds can arise suddenly and blow hot embers from your fire into other peoples’ camps.
- No unscheduled bonfires are allowed at the event.
- Fire performers must follow all safety precautions and must use "spotters" or fire extinguishers.
- Participants are required to stay outside the established fire safety perimeters.
- Participants must follow the orders of safety personnel and Rangers during bonfires or fire performances.
- Give fire performers plenty of space (25 feet minimum).
- Please do not distract fire performers while they are performing.
SECURITY & GATE HOURS
The Tooele County Sheriff's office wants to be sure that they (and we) can respond to criminal activity quickly and appropriately. Never block driveways or access routes to the event, even briefly. The Tooele County Sheriff's office also wants assurance that people will not leave our event unfit to drive. If you attempt to drive off the premises while "under the influence," our event security will impound your keys. Please don't jeopardize our event by trying to drive while impaired. During the event, the highway gate will be locked between midnight and 8:00am. The locked gate will be manned by a security staff member. Expect a sobriety check on the driver before you will be allowed to leave. Entry and exit will be allowed between midnight and 8:00am on a case-by-case basis only. Event staff are not expected to search you. That would violate your rights. HOWEVER, Element XI does not condone illegal activities. Law enforcement officials CAN visit our event at any time and may not be in uniform. They have authority to cite or arrest people involved in illegal activities. Please remember your civic responsibilities and the ethos that our event is based upon. If you suspect someone of theft or other illegal or problematic behavior, please contact an event Ranger or staff member immediately.
SEABASE RULES
E11 is held at Bonneville Seabase, which is private property. During our event, Seabase is also used for business purposes. Please be mindful of the presence of Seabase customers from 7am until 7pm every day. Seabase allows their own pet dogs to roam freely on their property. Do not feed the Seabase dogs. Do not feed the fish or throw ANY items into ponds. Do not shine flashlights on the ponds at night. Your pets will not be allowed on Seabase property.
PROBLEMS AND EMERGENCIES
We will have medical personnel on site and on call at all times during the event. We will have an emergency services tent near the Greeters station. First aid will also be available at the Dive Shop during business hours. There will be medical personnel at every bonfire. Don't hesitate to drop by the emergency services tent for any emergency. If you see someone who needs aid, bring them to the tent or locate a Ranger for assistance. If you need a break, need to talk, or need to sort things out, our medical staff can assist you. Element XI is a great place to explore and expand your own boundaries. You must respect the boundaries of others, and you have a right to expect others to respect your boundaries. If you feel that someone is violating your boundaries, tell them immediately. If someone persists in violating boundaries after being told, please inform a Ranger. We will give support, and take whatever actions may be necessary. For free expression to thrive, there must be safety. E11 will have Rangers on duty at all times. Rangers are trained volunteers who act as non-confrontational community mediators. They address situations within our community that would otherwise require outside intervention. By encouraging and facilitating communication, the Rangers promote awareness of potential hazards and help prevent little situations from turning into big problems. If there is a problem or emergency of any kind during E11, please contact a Ranger immediately. Many of our staff will have radios, and can assist you in contacting a Ranger.
THINGS TO BRING
- Camping equipment (tent with sturdy pegs, sleeping pad, sleeping bag, blankets, pillow etc.)
- Food for 48 hours Water (three gallons per person minimum)
- Clothing appropriate for temperature extremes of 30F-100F (typically, lows of 55F and highs of 85F)
- Flashlights and extra batteries (We will not be providing lighting at night.)
- Blinkie-lights or glow-sticks to make you visible when walking, or riding a bike, in the dark
- Sunscreen Shade
- Bug Spray for “no-see-ums” (Quantum Buzz Away is great and all-natural).
- Trash bags
- Wet-wipes or baby-wipes for hand-washing (Please never put them in the porta-potties!)
- Ear plugs to help you sleep
- Prescribed medications
THINGS NOT TO BRING
- Pets
- Firearms
- Fireworks
- Glass containers
- Nuts with shells
- Costume items with components that could come loose in the wind
DIRECTIONS TO SEABASE
Take I-80 to Exit 84. This puts you on UT-138. Proceed approximately 5 miles, first southbound and then eastbound, across vacant sagebrush range. Seabase will be the first cluster of buildings on your left, approximately 5 miles from Exit 84. Seabase has a large sign visible from the highway. Enter Seabase through the highway gate, follow the E11 signs to the Dive Shop, and present your ID to the Gate staff. Please use only Exit 84 to get to and from the event. Other routes are more heavily used by local residents. Our event is big enough that the extra traffic on local roads will impact the local residents. Please be careful not to annoy Seabase's neighbors. If Seabase gets complaints, they will not want to host our event again.
